On 8 June 2026, Mr. Ekkamon Phaetyanan, representing the National Council on Disability of Thailand, participated in and delivered a statement at the Civil Society Forum for the 19th Conference of States Parties to the Convention on the Rights of Persons with Disabilities (COSP19), held at the United Nations Headquarters in New York, USA.

Speaking under the theme, "Resilient and Inclusive Societies: Strengthening Care and Support Systems to Empower All Persons with Disabilities, Promote Autonomy, and Independent Living," Mr. Phaetyanan presented Thailand's approach to advancing Social Disability Assessment—a significant step forward in the country's disability rights framework.

The proposed approach introduces a complementary pathway alongside traditional medical assessments by placing greater emphasis on an individual's functional limitations in daily life, social participation, and environmental barriers. This people-centered model aims to ensure that vulnerable persons with disabilities, those whose disabilities are often overlooked, and individuals who may not meet conventional medical criteria can gain better access to disability identification cards, social protection, government benefits, and essential support services.

He also emphasized that the development of this system must move forward with careful planning, supported by clear assessment standards, reliable evaluation tools, individualized needs assessments, and fair resource allocation. These measures are essential to ensuring that expanded access to rights and services is sustainable, equitable, and truly leaves no one behind.

The Foundation for Children and People with Disabilities remains committed to advancing disability rights at both the national and international levels, working collaboratively to build a more inclusive society where every person with a disability can live with dignity, equality, and full participation.
