Project for Building Construction, Renovation, and Educational Equipment Support for Educational Institutions

Currently, many persons with disabilities and the elderly still lack access to various state welfare services. Based on interviews with community leaders, it has been found that the government provides welfare for persons with disabilities and the elderly according to the National Health Security Board's Announcement on Guidelines for the Operation and Management of the Rehabilitation Fund at the provincial level, B.E. 2562 (2019), dated May 10, 2019, section 9 (2)(c), to support basic services or environmental adjustments to help eligible individuals improve their daily living. This is also in line with the Persons with Disabilities Quality of Life Promotion and Development Act, B.E. 2550 (2007), and its amendments (No. 2), B.E. 2556 (2013), section 20. However, the annual budget allocated is limited and insufficient, and the approval process involves several steps. In addition, there are limitations regarding disabilities and various legal documents, which means many people with disabilities and the elderly do not receive assistance and continue to live in difficult conditions.

The Foundation for Children and Persons with Disabilities recognizes the importance of the living conditions of persons with disabilities and the elderly, especially in rural and remote areas. Therefore, the foundation initiated the project to repair the homes of students and persons with disabilities, so that the elderly, persons with disabilities, and families of underprivileged students can live in environments that are suitable, hygienic, and enable them to assist themselves in daily activities.

Objectives:

  1. To provide assistance to persons with disabilities, the elderly, and underprivileged students by ensuring they have stable, strong, and safe housing.

  2. To address housing issues that will help reduce social and economic problems at the household level.

  3. To improve the quality of life for persons with disabilities, the elderly, and underprivileged students who receive support, so they can lead better lives.

  4. To integrate collaborative efforts with local administrative organizations, educational institutions, temples, and communities, as well as promote love, unity, and community spirit by encouraging local citizens to volunteer as labor for the construction or repair of homes for persons with disabilities, the elderly, and underprivileged students.

Goals:
To renovate or build new homes for persons with disabilities, the elderly, and underprivileged students based on requests, which will be considered and approved by the Foundation's committee.

Implementation Method:

  1. Receiving Requests for Assistance (P)

    • Receive requests for home repairs or new construction from local administrative organizations, educational institutions, temples, and communities.

    • Conduct site visits by the Foundation's committee, staff, or volunteers to assess the situation.

    • The Foundation's committee approves the project and budget.

  2. Preparation Stage (P)

    • Meet with relevant agencies to jointly plan and set the details for home repairs or new construction according to the approved budget.

  3. Implementation Stage (D)

    • Purchase materials and equipment.

    • Select contractors or construction teams.

    • Coordinate with local communities for volunteers based on their skills and abilities.

    • Proceed with repairs or new construction according to the plan.

  4. Monitoring and Follow-up (C)

    • Track progress.

    • Prepare reports on the activity's outcomes.

  5. Evaluation and Reporting (A)

    • Finalize the project and report results to all relevant parties.
